It depends on how you define hole. If you think of a hole as a two dimensional space LYING upon a three dimensional object, then a straw has two holes. If you think of a hole in more of a tunnel like figure, where a hole would be a three dimensional space that run through a three dimensional object, then a straw has one hole.
